For this damage you’ll have to get a contractor to repair the structure first which would be more expensive than replacing just the windows before then.

Metal windows and windows that include metal gears are known for rusting significantly over short amount of years depending on where the gear or metal is located on the window. Rust on metal windows makes them more inoperable and can lead to them breaking.
